The Notices of Funding Opportunity for the Pre-disaster Mitigation Grant Program (PDM) and Flood Mitigation Assistance Grant Program (FMA) have been released. These are the two annual FEMA natural hazard mitigation grants.
We encourage all potential applicants to submit a Notice of Interest immediately in order to be considered for funding under these grant opportunities. The Notice of Interest is attached here and is also available at http://www.nmdhsem.org/Grants.aspx . The deadline for Notice of Interest submittal is August 4, 2017. After a general eligibility determination is made from the Notice of Interest submittal, the State will email you the full New Mexico Mitigation Sub-grant Application. Full applications are due to the State by September 29, 2017.

The Pre-disaster Mitigation Grant Program (PDM) can be used for all natural hazards and can include all-hazard mitigation plans. There is $90,000,000 available nationwide for federal fiscal year 2017. New Mexico can be expected to receive a minimum of $575,000 for eligible applications. Selection is anticipated at the end of January 2018 and the Period of Performance will run for three years from the date of selections. In New Mexico, this grant has been used primarily to fund mitigation plan efforts. However, we encourage communities to submit any project that could be competitive at a national scale. Please keep in mind that projects must meet all eligibility requirements including 1) having a FEMA approved Mitigation Plan as of November 14, 2017, 2) benefit cost analysis with a result over ‘one’ (costs at least equal the benefits) and 3) FEMA environmental compliance. Requests for planning grants do not need to meet these three requirements. PDM is a 75% federal and 25% non-federal grant. However, if a community meets the requirements of a Small Impoverished Community, the federal cost share can increase up to 90% federal and 10% non-federal. The definition of Small Impoverished Community can be found on page 114 of the FEMA 2015 Hazard Mitigation Assistance Guidance (excerpt attached here for reference).

There is $160,000,000 available nationwide for federal fiscal year 2017. at the end of January 2018 and the Period of Performance will run for three years from the date of selections. We encourage communities to submit any project that could be competitive at a national scale. This grant program does not have a minimum award amount per State. Projects funded under FMA must benefit a structure(s) covered under a National Flood Insurance Program policy. Please keep in mind that projects must meet all eligibility requirements including 1) having a FEMA approved Mitigation Plan by November 14, 2017, 2) benefit cost analysis with a result over ‘one’ (costs at least equal the benefits) and 3) environmental compliance.
